Heat 1 tablespoon oil in a large skillet. Add rice and cook until golden and toasted, stirring occasionally, about 5 minutes. Add 1 minced clove of garlic during the last 1-2 minutes of cooking. Season with salt and remove from the pan. Set aside.
Cook noodles according to package instructions. Drain, rinse, transfer to a mixing bowl and set aside.
In a small bowl, whisk together the soy sauce, vinegar, sesame oil, honey and 3 cloves of minced garlic.
Heat the skillet over medium heat. Add the mixture and bring to a gentle simmer. Cook for 1 minute.
Pour the mixture over the noodles and toss gently to combine.
Transfer to bowls and top with crispy rice, toasted sesame seeds and chives.
